Sorry but I don't understand your point d at all. I don't know what "as an effort" refers to, I don't know what the "that" that will be carried out refers to (probably "effort", but I already don't know what the "effort" is...) and I don't know what you mean by "in all areas"--although the last is probably clear from the rest of the paper.
Normally I would say "carried out evenly in all areas" but I wouldn't know what I'm saying here.

Yeah, I think it's correct ..
But the phrase "carried out evenly" is also correct .

it's minor but I would say "carried out evenly" rather than evenly carried out...but whatever it makes sense.
