Check out this site. It shows different kidproof/earthquake proof hangers. The frame is not bolted to the wall. You could still take your picture off the wall without unscrewing anything.

There is a product called Lexel you can find at most major hardware stores. Squeeze a bead of this around the frame where it touches the wall and use duct tape as a temporary hold until the lexel sets up in about 24 to 36 hours. Hope you never have to take it down. If you think you might need to remove the picture sometime in the future , drill 4 or 8 holes in the frame (depends on the size of the frame) and use a toggle bolt assembles as shown in the link below. After screwing the picture securely to the wall grind off the screw head slot for added protection. you can counter sink the screws if you don't want the heads to show and use wood putty to fill over with a matching stain.

There is a tube that is called liquid nails and a special metal device that needs to be used with it. They are not too expensive. They sell it at Home Depot. I live next to a dynamite testing facility and got tired of having to adjust the frames daily so now they are permanently attached. Just don't use too much of it and when you want to remove the pictures use the blow dryer to heat up the glue and a hot knife. Make sure you have touch up paint in case you don't want the pictures on that wall any longer. You can also use Velcro with crazy glue a little less permanent.

yes you can buy wall locks a lot of hotels and public buildings use them.
you can also use these little plastic L shaped plastic things that go over the frame so the painting can only be taken down by unscrewing the plastic piece
