Cats like any other animals try to make the place they associate with as comfortable as it can be .
If it's a cushion to make a dent in it to fit in nicely when it curls.
If it's ground to check it out and recheck it to make sure there is not a thing that's lying around that may make a nap a nightmare.
It's natural and according to me necessary to.

I think it is because a cat doesnt easily trust most things and it needs to get comfortable with its "place" so it walks around to get the feel for the spot, then when it know that its fine, it plops itself and you can tell when it does, that it is content with its chosen location. Cats are brats, I love em!

They have OCD, no honestly, I think they are just trying to get comfortable, and are just searching for the exact spot to lay down.

I have got three cats and they all do this too. It is their way of making themselves comfortable before they rest. They knead the pillow or blanket too. Purrrrr

Dogs do it to. They try to get their scent all over where they are laying. They also do it to kinda fluff it up like we do a pillow.

cats have eyes that "see" in a vertical orientation.
in order to scan a horizontal area they need to turn their heads.
