Because you've learned a lot and adjusted to the situations/atmosphere (whether high school or college), but there's still a lot that you don't know. Most tend to think that they understand all the aspects of the particular school already, making them "wise fools"
It's all just wording though, it doesn't fit everyone. Don't worry about it XD

It makes us a wise fool because we have the experiences of our freshman year under our belt, however we are still naive compared to juniors and seniors.

That is because most sophs have a know-it-all attitude just because they have one year of college under their belts. Sophs smarten up by their senior year, usually.
