You don't have to have them but it is highly recommended by scrapbookers. You can get them at any craft store, or scrapbook store.

Any marker or pen will work--but the question is, how long do you want it to last? If you use a regular marker/pen, it will fade and yellow over time, and possible the acid will cause it to bleed on the pages. You can go to any art store (Michael's, Aaron Brothers) or scrapbooking store and buy acid-free, archival quality pens. Stay away from gel pens, as they take a long time to dry and smudge easily. Your best bet is a fine tip marker (like Prismacolor or Pentech) that says right on the package it's acid-free. If it doesn't say it, then it isn't.

As long as nothing you write touches a photograph. You want anything that touches your photograph to be acid free and lignin free, to preserve the photo for future generations. If you want to use acid free markers or pens, that's fine. It will be the best bet, but as long as you don't write on the photograph with a regular pen or marker, you don't need to worry.
