It depends on what you consider vegetarian, and the brand of sugar. Sugar is refined by pouring the sugar syrup over char filters; the impurities in the sugar that make it have color stick to the char filter and what comes out on the other side is the clear sugar syrup that turns into white refined sugar. That's true for all sugar. What makes it vegetarian or not is your definition of vegetarian/vegan, and what the refinery uses to make the char filters. Many refineries use burned/charred animal bones; the alternative would be burned wood to make the char filters, which is more expensive.
If you're very strict in your vegetarianism, you probably want to do some more research into which refineries use what kind of filters. A lot of hard-core vegans do not consider sugar to be vegan. I know that Domino uses animal bone char filters because I've seen their refinery in action.

White sugar is an industrially processed chemical not found in nature, and it is not fit for human consumption.Other sugars such as fructose (in fruit and honey), lactose (in milk), and maltose (in grains) are natural substances with nutritional value.
Is sugar bleached to make it white?
No. There is no bleaching agent added at any time during the refining process. Pure sucrose crystals are naturally white.
Are animal products used in the sugar filtering process?
Beet sugar is filtered through diatomaceous earth, whereas bone char is used in cane sugar refining.
Diatomaceous earth is a filter material made from fossilized shells of ancient single-celled marine creatures.
Bone char is a carbon filter, derived from dried purified cattle bones. Bone char is one of the most effective filter agents to attract the yellow colour particles that are associated with cane sugar. But it is important to note that no residues from either diatomaceous earth or bone char remain in the final purified sugar - sugar remains a natural plant product.
In fact, the processes using these filter agents is similar to filtering water through a charcoal filter in a home purification system.

I'm not sure about non vegetarian. However, in the laboratory I often used charcoal to remove the color. The charcoal could be derived from animals I suppose. To me it doesn't matter. Actually, it may turn out that meat is safer to eat than vegetables what with the spinach scare. Is lettuce next?
