If you use the name your own price feature at priceline.com & there was only one hotel that mtched the neighborhood and star rating I selected is it possible to end up in a hotel in a different another neighborhood or a different star level?

Also how do you define better neighborhood than you requested? For example if I wanted to book a room at a 5 star hotel on the Las Vegas Strip and there was only one hotel that priceline was able to book than would I be guarenteed to get that hotel? Also what happens if you seleted a resort and there was only one resort in that neighborhood?

They may put you in a better star level than requested. They will not put you in a neighborhood or a star level lower than requested.
