I beleive he served from 1939 to possibly 1945 he did his training in ottowa his name is Reginald Clifford Richards born in mission b.c. March 18, 1917
or 1916

Yes.. You have to write to the Department of the Army in Washington.. and of course, give them his social security Number and just to Be on the safe side, I would even send a copy of his death certificate

If I'm not wrong usually the Adjutant General's Office has records of the soldiers who have served the Armed Forces. Here in the Philippines it is the Adjutants General's Office which is being approached first. And since the Armed Forces of the Philippines basically follows the structure of the US military i think it could be the first office in the military you have to visit for inquiries.
