theres this girl i like but she alredy has a boyfriend. it seems like there about to break up. should i tell her how i feel about her now or after they break up?

She is now in a state of much stress and fragile point . The last thing she wants now is you revealing your feelings to her and add on pressure to her. What she needs now is someone to standby her, gives her the concern and support and be a listening ear. Be that person.
Even after her broke up, do not rush things. You can let her know your good feelings for her, but do not force her into making any decision. She will need some time to adjust and reciprocate, especially so after she just went through a bad relationship.
Women are very sensitive creature, hence she will definitely know your care and support showered upon her when she is going through the breakup and will appreciate you. Give her some time, and I believe you will stand a very good chance!

Wait to tell her after they split. That way you are seen as the cause of the break up. Besides if they do split, it will be nice for her to know that someone else finds her attractive and fun!

You can tell her after but guess what you will be "rebound guy", ah yes females do it to. "rebound guys" usually don't stay around long, but hey, if you can go in and rock her world you may have a shot.
