i am looking for a camera that is not overlly expensive but is good for an experienced photographer. yea i know, 13 year old? experienced? trust me she is amazing. help please!

If you can spring for the price, I'd go for the bottom-of-the-line Canon or Nikon digital SLR. With a lens, one of these cameras will cost $700-800. Yeah, that's a lot of money but that's the kind of thing a creative person can use.

For a less expensive alternative, I suggest a Canon PowerShot A710. It has good resolution (7.1 MP), a 6x optical lens and optical stabilization. It has a large LCD screen and an optical viewfinder. It has the ability to manually adjust exposure and it does excellent macro (close-up) shots. I think the A710 is around $350.

My suggestion is a dslr. They are a bit more expensive than the point and shoot models, but she won't grow out of it quite so quickly if she is as amazing as you say. (and when she does hopefully she will have enough money of her own to invest in a medium format camera.)

There are some considerations here.
Film camera or digital?
My guess is that you are interested in digital, and I would think it best for a 13 year old because of the immediate gratification of seeing the picture she just took, the absense of film processing making it more economical to take lots and lots of pictures.

I highly recommend the Olympus evolt e500 (it is the camera I use myself.) Prices can range from around $500 to a grand easily enough, but you can haunt ebay and use a sniping service and usually get one for the lower figure with some patience and perserverance.
Slightly less expensive is the evolt e300 that has almost all the same features as the 500. (have not priced them recently but think you can still get one around 300 to 500 bucks)
If that is too high a price still, you may end up with a point and shoot after all, but all is not lost. I also have a 6 mega pixel point and shoot.. it is an absolute no name.. really, the box it came in had no brand listed, and none is listed on the camera. I suspect it to be made in Germany by a company that starts with the letter R.. and it really takes very good pictures. Olympus also makes some pretty good point and shoot cameras as well.
I would try not to go below a 5 mega pixel camera as the picture quality for prints is quite different for the lower mega pixel cameras.

The truth is that someone with a good eye, and good composition sense who knows how to take a picture, can take an excellent picture with a disposable camera.
Having a good camera does make it all that much easier. Having the ability to over ride automatic settings allows for more creativity with less having to find a way to fool the camera into behaving the way you want it to. (which is why I recommend a dslr)

digital camera I am assuming... you can take good pics believe it or not with a Kodak Easyshare camera. I believe you can get the 4 or 5 mega pixel for under $200.
I used one up till this year and found it to be a great little camera and it was easy to use and the software was great and easy too.

I gave my daughter a Nikon digital camera. I like that because she takes alot of pictures and that way we can download only the ones that are good and she can erase the rest. We also got a picture mate, photo home picture processor. I get my paper at Sam's warehouse and its alot cheaper.
