Check your area for Bank Auto Auctions. In my area, they let anyone in who pays a membership fee of $15. The cars are almost always no older than 5-6 years and in good to great shape. The cars can be had for 40-60% of their street value.

1st don't buy an immaculate car from a guy who can't spell it.
2nd find a decent shape Japanese car....Honda Accord or Toyota Camry in that price range should be dependable.
3rd Best off looking in local paper.
4th Under no circumstances buy a car in that price range without having a mechanic you trust look it over. You'll pay a few bucks but it is well worth it.
