Is it:
a) a bit sinful - need to pray about it
b) very sinful - need to talk to minister/priest/pastor about it
c) extremely sinful - definitely going to hell for it

What factors would make it more or less sinful? For example, is it worse if they are married, or under age, or of the same gender, or the minister him/herself?
What steps would need to be taken if the issue did not resolve naturally?

I'm talking about thinking/fantasising about them during the church service. Come on, surely that's at least a little sinful? I mean, aren't we meant to rip our eyes out or something if we look at someone in a lustful way?

I have a PhD in church history and I am a church scholar of the Liberal Protestant sort.
If by "fancy" you mean "have sexual thoughts/feelings of attraction for," please be assured it is not a big deal, and people who worry about such things being "sinful" need to get a life.
Be discrete, of course, and keep it to yourself unless you get a chance to share it with the person who is the object of your feelings. People are sexual beings, made so by God. This is true inside the church as well as anywhere else.
If you can get somewhere with the person you desire without hurting anybody, by all means, be my guest...

D) Not a problem at all!
Been there, done that. Look but don't touch... at least not in the church. Seriously, there's really no harm in it. If people didn't want to be looked at they would wear paper bags and skip the make-up and nice clothes.
There's a big difference between:
1) have a crush on a fellow member but never act on it
2) have a crush and act on it outside of church
3) have a crush and act on it INSIDE the church

I have done it also, but we are suppose to be praising Our God. Do not let your mind be distracted by someone. I know where that person sits in Church so I just make sure I sit in on the other side of the Church and in front. That way I will not be distracted.

The answer is clear and simple. It is no more or less a sin than any other. Sinning is sinning. As humans, we are not condemned because we are guilty of any sins, but because we are guilty of sin. In other words, it is not any particular thing that we do that condemns us, but the fact that our very nature is sinful. There are many ways to break one commandment, and lusting is just one of them. Being of nature sinful, we are bound to commit sin no matter what we do. This does not give us a green light to sin just because it is inevitable because of our nature, that is not my point. My point is that we will always be sinners, but if there is a particular sin that one is repeating, they need to seek God's forgiveness first of all for all sins, secondly, ask God's help in abolishing that sin. We all deserve hell, it is not the specific sin that drives us to deserving that, but our guilt of all sin, of being sinful beings. There is not a person who is not guilty of sinning while in church, all the more reason to ask for His forgiveness.

D: It's not a sin at all. It's human nature. It's the way "god" made us. Don't you think it is weird that the church wants you to think it is a sin for you being what "god" made you?

Just as sinful as it is out of church. Remember, God is a Holy God, even the smallest sin unrepentant of and unforsaken will cause us to be destroyed by Hellfire.
He holds any manner of sin in the lowest esteem, we as mere men cannot judge the true evil of sin, as we have lived in a world of sin.
Pray about it, ask Jesus to give you power to overcome that sin, you don't need to talk to a pastor about it, talk to Jesus. He loves you with an everlasting love and wants you to think of him in church, not other people.

if he's available, marry him.
if he's not, change churches.
being infatuated with someone is not a sin, but it can lead to sinful actions. according to the bible, lusting is a sin, but if the fanciful notions are not lustful, they are ok.
