Best is completely subjective. Find what you and your cat can agree on. If you want a traditional litter, Fresh Step is quite nice. However, some cats don't like the scent of it. If you like clumping, I prefer PaPurr - it's flushable and not toxic to cats like some clay clumping litter can be. What I mean by that is that clumping litter clumps and what a cat grooms himself if he ingests too much clumping litter, you may run into issues with it clumping internally. Because PaPurr will break up and is made of recycled newspaper, I figure there is less risk. I personally tried crystals once and found them revolting and smelly.
Be careful about 'odd' litters as some cats reject them and then have litter box issues the rest of their lives. Cedar litters and scented in particular create this aversion, so if you have a finicky cat, stick with traditional unscented litter.

I find the new crystal litter to be better than all the other clumping clay types. It's cleaner, doesn't track nor clump and doesn't have an odor. It does cost more than the other brands but well worth the price. I used Wal*Mart brand and it's $7.94 but don't let the price fool you. For one cat, it can last up to thirty days. I have two cats and change it every 10 days or so, but scoop it out several times a day. The crystals absorb the urine. You just swish it around with the scoop.

As the mom of 5 cats (4 litter boxes, which I clean every 2-3 days) I recommend Fresh Step Cedar Clumping. I have absolutely NO ammonia or litter box smell in my home. My only complaint about it is that it tracks. But, I have to say ANY litter I've tried tracks - so I sweep every couple days and stick with the one with the best odor control.

We are using EverClean or something like that. I think it's very helpful because when my cat goes to the bathroom, of course, it smells but once he covers it up, the smell immediately goes away. And it doesn't smell so much. Also, I think it's cheap too but we bought it at this store that sells cheap pet supplies.
There was one brand that I defiently HATED. It's called Hartz PH5 cat litter. Not hate, dislike. Alot. When I used it, the litter was big - I don't like big sand litter bits - and it smelled alot. The sand did NOT make the smell go away at all. At ALL. It just covers it up, that's why. It really did smell. When I picked up his business, I had to hold my breath, run to his litterbox and clean it up, then run back to "fresh air" and then so on. That's how bad it smelled. It almost killed me =P

A product called Betonite. It's just like clumping litter and you can get it at farm supply stores. It's really cheap and will save you a fortune. Much cheaper than kitty litter.

Don't ask us - "ask" your cat!
Get an extra litter box or two and try different litters to see what kitty likes.
Be skeptical of scented litters that claim they won't smell bad, because cats are often repelled by them. You can make any litter absorb smell by mixing in some baking soda with it.
Never flush clumping litter down the toilet (unless it's someone else's toilet and you own stock in the local plumbing shop.) It will harden like cement in the pipes!
Avoid clay litter if the box is in a place where you don't want a lot of dust. (Alas, many cats like clay litter best of all.)

I think the best cat litter is Tidy Cat. I haven't found any in all my years of owning cats that I like better.
