I am a member of a Lutheran church and yes they are called Pastor, or Reverend. if one is unfamiliar with them.

Our church belongs to a local ministerium - a local group of churches that pool funds to help those in need. One pastor has the "duty" each month and handles the need calls.

We generally are not in a position to help members with financial need, instead all requests do through the local ministerium which helps the individual members to avoid embarrassment.

We also help on a national and international level with projects and donations.

Lutheran Churches usually address their minister as a "pastor," which literally means a shepherd.

Independent congregations most generally have boards of governors who would decide about helping people in need. Mission congregations might not have a budget that permits such help, but could relay a request to the mission board of their synods. You could start with the pastor, or minister.
