It takes jello about 4 hrs to set completely so when it starts to gel...at about an hour put the fish in. This should give you the desired effect... Cute idea by the way.

When you make the jello wait until it is cooled but not jelled, it should start to be thickening and firm enough to possibly hold as if they are swimming, also if the jello was still to hot/warmish won't the swedish fish melt.
Just use the Berry Blue jello so it makes them look like they are swimming in water.

I think you will have to add the fish at some time when the jello is not too hard. But then you also don't want to add it when its too wet or the fish won't sit well. I'd recommend that you put it in when the jellos between 80 to 90% done.

Stick it in, and it will hold its position. If that doesn't work, put the Swedish Fish on a fork and have someone make the Jello around it.

You have to let the jello chill until soft-set, jiggly but not liquid. Then gently place your swedish fish in there, and continue chilling. If the fish sinks, it's not chilled enough. Set your kitchen timer, so you don't forget it and let it get too hard!

Wait until the jello is about 1 hour old in frig. Should be just barely firm. Test with one Fish. If you can poke it in and smooth the surface, add the rest. Good luck

Put it in about an hour before the jelly sets, when it's at the stage where it's not completely set but it's no longer fully liquid either.

Personally i would wait untill the jello was somewhat hard then i would put them in make sure not to use red jello and red swedish fish
