the proper way to do it is to use masks.

you create a mask and paint/remove the background which leaves only the face on a transparent background then you paste this layer onto the new background picture.

In general you have 2 steps.
First you must select the preferred area in the face of first person. This process is complicated and more advanced way, results more accurate cutting. The best way is using the “Quick Mask Mode”. If you have a face with clean borders (hair is not over the face) you can use the “Extract” command. It’s more difficult than “Quick Mask Mode” but result is more professional.
Second you can paste the face over the host body.

Important Note 1:
For the best results the border of the chopped face must have feathered border. Hard border which can create with Marquee or Lasso Tools has unreal result.

Important Note 2:
Never resize and alter the chopped face, it can produce very unreal result. Make sure the host body in size, race and most important of all in perspective is similar to the body of the chopped face.

Use the selection tool to copy the face and then paste it into the other image.

You can use the masking tool, or the lasso tool, or the magnetic lasso tool.
