i can still access some programs but i can't access the ones i want.or need. i accessed the control panal via keyboard shortcut and double cliked on the toolbar icon but nothing happens how do i get it back

Control Panel >> Taskbar and Start Menu >> make shure to check "keep the taskbar on top of other windows" and un-check "auto-hide the taskbar", then press OK. That should do it, if not, try to restart the computer, Windows sometimes reacts to restarts.

Its hiding on the edge of your screen put your mouse near it and it will pop out. If not, the you will see a thin blue line. Just put your mouse over it and drag it out.

If all else fails restart yoru computer
Format and reinstall
No prob. Go to your local, Windows Toolbars Or Us store, and buy a new one. lol

it is possible is is hiding. run your mouse off each edge slowly. If the tool bar pops out, then right click on it and click properties and unclick autohide.
if that doesn't work, try right clicking on your desktop (an empty place, and go to properties, and click on settings, and change the resolution to larger numbers. This may help it pop out.

You probably hit F11or f12 and hid your toolbar. Try hitting them again and see if it reappears.
