I think it is mostly true... most discoveries and inventions are built upon work and research done my others.

in other words, the speaker is being humble or modest. he is saying that he learned alot from other people (shoulders of giants).
if i have seen farther than others (people acknowledge or associate this person with wisdom)
it is because i have stood on the shoulders of giants (he hasnt learned everything by himself, he is giving credit to the people, places, and experiences that have shaped his knowledge)
