The Australian embassy has held my passport for 6 weeks after refusing a visa to confirm the authenticity of the passport despite receiving information from my Country to prove it is authentic. At my request they gave passport to Malaysian Immigration Dept. They wrote a report saying they believed I was making passports, that my passport is not genuine, that it had been tampered with. Although they have now proved the woman in the embassy to be incorrect I have still not got my passport back - now 3 months. She also took my father's passport and will not tell us where it is. I am Liberian and my country has been at war for 14 years - passports are produced by hand. I have been imprisoned in a foreign country due to her actions and my sick father is also imprisoned. It is not possible to get a new passport in Liberia at this time.

This is a common problem with respect to passports that are not forge-proof and issued by a secure, reliable authority. Some passports are so easily bought by anyone (Sudanese and Somalian ones come to mind) that other countries either do not accept them or they require corroborating information. (There are possibilities for obtaining refugee passports or laissez-passer documents from the country in which you are located if you cannot obtain a passport.)

Countries which do not trust the passport issuer, or which do not recognize the government that issued them frequently place any visa on a separate, secure sheet of paper. This is true for some countries with respect to the Turkish Republic of Northern Cyprus, although not usually with Taiwan.

You cannot sue a diplomat or an embassy or government without their consent (except, sometimes, with respect to land), which they are unlikely to give (diplomatic and sovereign immunity, respectively).

I think your best and only solution is to seek publicity in the Press. The newspapers are more likely to know, or find out, the situation in Liberia than the Australian or Malaysian governments.

I have been to Liberia (I lived in Abidjan); and while many things have changed since, some things haven't.

It may be possible to get a new Liberian passport from a Liberian consular officer in another country; perhaps you have a friend who can contact them.
