Why not? Is citizenship the only criteria for marriage? Thought it was about finding that special someone to spend the rest of your life with. The people who find status as an important factor should consider the situation if it was the other way around. If they met someone they truly love and care about and that person refuses to take the next step just bacause of some paper they're missing.....
Finding that special someone is hard enough. How silly is that?

This is regarding the person that would ask them to take the citizenship test. You do realize that 75% of americans would not pass that test if they took it now right? (and I am being generous on the numbers) Look it up. Most high school graduates can't even recite all 50 states let alone all the presidents.
And for the people that would turn in their FRIENDS, yeah, sure....great posturing.

Yes, in case of true love and when you're absolutely sure about the relationship.
There are some people out there that would want to marry you in order to get legalized.
But when you're sure about both your intentions and love, go for it!

No.
I would engage her as my fiancee', correct her status and then marry her. That's a lot easier to do than trying to correct it AFTER you get married, or without the fiancee status.
Getting married while they're illegal is crazy. Simply going to make life really complicated, and actually a VERY irresponsible environment in which to start a family. Just do the paperwork.
