If by SUI/SDI you mean Federal Social Security Tax, then...

The employer prepays 6.2% of the cost.
The employee has 6.2% retained from each paycheck.
The total, 12.4%, is the federal cost of social security tax.

Some states allow for a credit on state income tax returns for part of the withholding for social security, for low income taxpayers.

Self Employed (Schedule C) filers can reduce their tax liabilibity by half of the social security tax, and yes, exceptions to the rule do exist.
