I live in Texas and I've heard of this. they won't let anybody adopt a black cat until after Halloween is over. is because that there are so many sick and twisted people out running around on this holiday? personally, I have a 2 yr. old female solid black cat and I love her death. I didn't adopt her from the SPCA or anything like that because I found her when she was 5 wks. old as a stray. anyhow, why is this a law? It must make total since though. any answers would be appreciated! just curious! Thanks!!
oh, and my kitty stays strictly indoors ALL the time! she has never stepped foot outside since I've brought her home.

You are smart not to ever let your act outdoors. Inside-only cats live an average of 4 times as long as those that go outdoors.
But to answer your question, the reason why humane societies don't adopt black cats near Halloween is because of idiots. There are some idiots who would adopt a black cat in order to do horrible things to it on Hallowen. IMO, these cases are few and far between, but still it is necessary to protect against it.
I think the more likely kind of idiot we see are the ones who think having a black cat at Halloween is cool. They want it almost like a decoration, but don't really want an actual cat.
How awful would it be to have a cat go home to someplace that ignores it and let's it get into trouble merely to have a balck cat in their window in Halloween. It's better to just let them wait a couple of weeks.
You ask though why it is a law. It is not to my knowledge a law anywhere, merely a policy of a (perhaps) overly protective humane society.

The Halloween thing has been pretty much covered here.
In regards to the kittens and puppies at Christmas - the San Francisco SPCA alway gets Macy's to use their store windows with cute animals on display at that time of year.
A lot of people who volunteered in adoptions at the shelter really questioned their doing this and I guess it has been very successful. They are careful about whom they adopt to so I guess there have been no tragedies or a lot of returns.
They are careful around the Halloween period about adopting out all black cats. About 95% of SF adoptions are to indoor homes.

Because these freaky psychopaths will adopt and torture and black cat because a black cat is believed to be "evil" by some people. What better day to kill an innocent animal than the time of the year when evil is at its greatest?
Who would do that to an animal?? Sometimes I think humans are mentally retarded...

It's because some sick people use cats as sacrifices around this time and because black cats are associated with Halloween and people try to do cruel things to them. It's to protect them is all. A very good policy if you ask me.

Superstition rules for constructive and that i agree regarding the "undeniable" concern too. we've a close-by "Cat mattress and Breakfast". the owner takes in strays for adoption to boot as boarding animals. She has to chop back the black ones to 4 because of the fact they do no longer look to be picked as often. I picked up a black kitten in a puppy keep (some years in the past) and the vendors mentioned they hadn't seen it earlier and it grew to become into in simple terms dropped off with the aid of somebody. She grew to become into the final cat I extremely have had and she or he lived 11 happy years. She grew to become into something yet undeniable ;)

I'm glad you keep your cat indoors, because people are cruel.
Superstitions surround black cats, which makes them targets, and of course a holiday like Halloween brings a lot of people out of the wood work...

because the sicko's in the world will try to kill them!! I have a tuxedo cat (he only has white paws, white belly and a white chin) and he stays in the whole week before Halloween and a couple days after for good measure. It is difficult to keep him in the whole time as he is quick to dart out the door!!!
