depends on the base and the command. Schools, for instance.. mainly require all students to live on base if they are single unless the barracks are full. Heck, many times even married ones are required to live in the Barracks.
Sea duty: generally must be at least an E4 before you can run a chit to live off the ship.
Shore duty: about the same, although as always, each command has the ability to make their own regs.

Not sure about the Navy but the AF is E-4 or within 2 months of putting on E-4. Usually under the discretion of the unit's First Sergeant.

It usually depends on the base, the current manning, and available housing. I know in the AF, at least it used to be, E-3s could live off base at certain bases if they chose to, but mostly it started at E-4. Like I said, the option for E-3s was because of the limited housing available on base.
