Well if it is regarding a citation, it means that a judgment has been made or the judge has closed the case. Regarding a criminal case, it means that the investigator has closed the case and most likely listed a reason on the paperwork.

Sometimes the district attorney decides not to prosacute certain cases. So, your case is not going to court. Feel Free to go break some more laws now.
