I think it means that the person who is "speaking" doesnt want to be with the other person because he/she needs them, but because he/she WANTS to... hope that makes sense

Yeah, It makes since. It means when you are angry at someone and don't want to be around them is the time you need to be around them the most. Hope that helps. I might be wrong. Who knows LOL
