Is it too much to get a plastic bag and put it in your car for trash? What is the polite way to ask someone not to do this?

They do it because they're lazy, inconsiderate vermin.

When it comes to getting them to stop, I don't think one can be polite about it. Many cities have littering laws - if you see people dumping stuff out of their car window, get their license plate number and report them to the police.

Is it cruel? Yes.

Do they deserve it? Usually, yeah.

My personal favorite is seeing people throw the garbage into the back of the pickup truck, knowing it will blow away, usually on the interstate at 70mph, where it promptly blows onto my car.
MY other personal favorite: I kept hearing a motor running early every morning @ the same time. I looked out, and watched a lone man sitting in his car, eating out of a sack. He then threw the sack out of his window, into my yard, and drove away..
And since I had found sacks before, this had been going on awhile. End of problem was to open the door and stare him down. Never saw him again. So, was he diabetic and cheating? Wanted to eat a treat before he got home to the wife and kids? We will never know. Same thing in the yard, beer bottles,cig butts, fast food sacks, all are evidence being thrown away before the family sees it.
I'm tired of it, and I will say something when I see it happen
Polite way to ask is, "please do not do that." You could add that your taxes are high enough without having to pay someone to pick up trash. Or suggest that they get that plastic bag.
And if it is onto your property, you have the right to say something, and to prosecute. My neighbor just did, it was a lady with a dog on a leash, and she allowed the dog to poop in his yard. He called the police, and the police chased her down the street, three police cars showed up. He tried to talk with her about it first, and she blew him off.

They do it for the same reason some of us do NOT; we were raised a little "different" from others. I see people all the time throwing candy wrappers and pieces of papers or empty bottles on the streets or sidewalk... and a garbage container is not 2 or 3 feet away! I've often gone out of my way to say something only to get a nasty remark, to which I reply, "You're only showing how well YOUR parents raised you!" I once said something to someone and he got very nasty with me. I laughed and he got even nastier. I couldn't believe how he was acting and I couldn't help but laugh even harder... and I finally said, "Look behind you, tough guy... that's why you're still standing... I don't want to get arrested." The police officer was inside the store and the idiot was blocking the entrance (a garbage can next to him and he was throwing a wrapper on the sidewalk...) and the police officer said, "Good afternoon, may I see some identification, please?" as he proceeded to give him a ticket for littering, with a sign on the sidewalk about 7 feet away from him. I still laugh. I saw the guy several times that week but he always turned his face and made believe he didn't see me.

Well I do because it's expensive...and I don't like it in my car...I got pulled over the other day..and some cop was like :HEY..you can't throw a hefty bay of garbage out of your car...and I said..HEY..this is a free country...and he said we have laws about that...then I said HEY...then follow them yourself, but I'll do what I want..then he said you will pick up that trash...I said HELL no..you pick it up...so then he gives me a ticket...well guess where I throw that...1/2 miles down the road with some more trash..it was only a McDonald's bag...WHY should I keep in MY car..I don't want it...I think the animals like to eat it anyway...so it helps nature....oh..BTW...I am 100% kidding about everything I just said!

Maybe they do it so they can get rich like a friend of mine did a few years back. He was in a parking lot of the local convenience store waiting for his buddy to come out with the beer when he finished his chips and tossed the bag out the window.Well as luck would have it there was an off duty cop in the car next to him. He told him to pick up the chip bag. My friend told him to f--k off. Well it turns out the off duty cop was quite the idiot. They both got of their cars and the off duty cop pistol whipped my friend pretty good.Well when the law suit was settled he said it is was well worth the beating.By the way everyone involved was white so there was no Johhny ******** lawyers involved.

Buy them a really cool car trash can and gush over it. Then they feel obligated to use it.
