You watch way too much television.
NYC is the safest large city in the world.
It's also one of the most expensive. The average apartment price is over one million dollars. See if you can get student housing.

NYC was just declared the safest large city in the US for the second year in a row; it's not nearly as dangerous as it was in the 80s or how it looks in movies.
You can live safely anywhere in Manhattan, but you definitely can't buy an apartment for $250K. (The average price of an apartment in Manhattan is $1 million. Cheaper places can be found in the boroughs, especially if you're a fair distance out of Manhattan, but why bother if you can rent a nicer place? Esp. if you are going to school.) The housing market now is such that buying is not a great investment anyway. Try renting, and/or try Brooklyn or Queens. I'd stay out of Bedford-Stuyvesant and Crown Heights in Brooklyn and the South Bronx.
By the way, in most neighborhoods, the average rent for an apartment is about $1000 for a studio, and add $500 for each bedroom. There's some variation (I've seen studios rent for $3000 in the West Village and for $700 in Queens) but that's about what I run into most of the time.

If I were you, I would rent. If you really must buy, then try neighborhoods like Flushing or Bayside Queens, North Bronx, Staten Island, or many parts of Brooklyn these days.
Most parts of the city these days are nice and gang-free, I'd have to say. Avoid the South Bronx, Bed-Stuy in brooklyn, and Jamaica Queens.

You will find nothing for 250K in a decent area in NYC. Try renting. Stay away from the Bowery, ABC City, and pretty much anything above 86th STreet.

for 250K it will be impossible to find anything, so try renting in one of the newly "desirable" areas ... like ABC city, and The Bowery, Houston St (much cheaper that UES or UWS) ... some very nice and brand NEW buildings are popping up every day
are you willing to go to Queens or Brooklyn?

They is no gang problems in Manhattan and murgers too are extemely rare. If you are talking about buying. 250k will get you a vey large studio. For info on rentals look on Craig's list or Backpage; you'll get a good idea
