It's perfectly okay, and in case you get a blister again, you don't have to pop it. What it is, is fluid from your body cells, and it is fed by the clear serum in your blood. The blister happens because at some point, something caused friction there, and the body attempts to protect itself from damage by forming that little pocket of liquid that we call a blister. Once the friction is removed (or the heat, as that will also cause a blister) the fluid in the blister will either be absorbed back into the body, or, in the case of sunburn blisters, the top layer of skin will peel off.
Just put a dab of antiseptic on it to make sure it doesn't get infected, and try to figure out what part of the shoe was rubbing on your foot to cause the blister, so you won't get another one.

interstitial fluid, the stuff that floats around all of your cells & bathes them. it's not infected or anything unless it's thick, white, or yellow.

be sure to put neosporin on it now & bandaid.
