Both are traffic hazards, I call 911 in this case, especially if the deceased animal is fairly large. They in turn contact the State Police or Sheriffs who have jursidiction over state and highway routes.
A few key pieces of info you need to have: what direction of the highway is it on? What MILE MARKER is it between? Which lane is it obstructing?

I would consider both to be traffic hazards. I would call 911 if I was driving. I would call the local police non-emergency number if I waited until I was home to call.
