There are three birds in one cage (mom, dad & youngest) and four males in another. One bird from each cage has this foot problem. The bottom of the foot looks almost black. I can't see any other problem with the birds. Anyone have any ideas?

This sounds like bumblefoot. It's an infection caused by rough or unclean perches. The birds will probably need antibiotics from the vet to heal. Make sure the cage is spotlesslly clean, and that the perches are not covered in sandpaper or other rough surfaces. Use one smooth cement perch that is finch sized in the cage to help with nails. The others should be varying diameters of wooden perches in order to exercise the feet.

I would think that the younger one is being picked on to leave the parents alone to breed again. But, the cage with the same thing, have you checked for mites? Cleaned their cages lately?
Clean water etc?
If not, take to a vet.
