I waited to answer this question because I though maybe someone could help you better than I can.

I am a married adoptive father. A friend of my wife, a single woman, adopted from Russia. If your question is "Can a single woman adopt?" Then the answer is yes, from certain countries. She went through European Adoption Consultants (eaci.com) in Strongsville Ohio (Cleveland area). European Adoption Consultants is a bit of a misnomer, they do place children from Guatemala for adoption.

The Cradle is a large adoption agency in Chicago. Again, they will work with single women, depending on the country.

Not all foreign countries are as PC as the United States. Some countries do not allow single-parent adoptions. I am not sure, but I believe Guatemala does allow single women to adopt.
