If it's good yeast it will start to proof, meaning it will bubble. If it's bad yeast then nothing will happen.

The yeast will bubble if it isn't to old or the warter is above 90 degrees, this is called "proofing". It really shouldn't take 30 minutes.

The yeast start bubbles on the top of the water and make the water little bit suaver and smelly.
And if you added your ingredients with flour than your flour start rising keep it for 30min and after that you can use it, you would make very nice batter sauce. :-)
