When you enroll in college. Most of the time the college you are going to will help you in filling out financial aid forms and finding scholarships or jobs. Also I think anytime during the 2nd half of your senior year of high school you can fill out FAFSA. I believe you have to redo FAFSA every year as well. Hope that helps! January 2, of the academic year you plan to attend. For example, if you want to attend school in the 2007/2008 academic year you should have your financial aid application completed by Jan 2, 2007. Realistically, you can apply for financial aid up to 6 weeks before the beginning of the semester, but the sooner the better.

There are several parts to this answer.
During the January or February of your senior year of high school, you should be applying at FAFSA.ed.gov. This will help you tap both federal help and financial aid from your college or university.
Second, you should register for free scholarship search sites now and sign up for alerts of new scholarships. I have listed a number of sources below.
Third, go to the high school guidance office now because they have a list of local scholarhsips available to students attending your high school.
Finally before applying for a scholarship, there are two things you need to do. First, note the application deadline on private scholarships from companies and private organizations, and then, apply before the deadline. Second, review the scholarship's website for information about the organization. This can help you write a good persuasive essay.

If you intend to start the school year with the Fall term, you should apply by the previous SPRING. If you're coming out of high school, you should apply for federal aid by March of your senior year to recieve aid for the next Fall.
Applying for State or College aid may be different if you don't know which school you'll be attending yet, but if you do, the earlier the better.

Do it in the spring of the year before you start school, at the same time you and your parents file your taxes. You will need the information off your tax forms to fill it out, so don't mail those in until you've done your financial aide.

You question is a good one, but there's no-size-fits-a;; answer. You should check with your high-school or college adviser (as is appropriate) as well as their financial aids departments to find out when they start accepting applications. You should get them mailed to you a month before that so they're ready to go.

Well I apllied before i registered for school i just put down the names of the schools i was applying for. It was processed before I applied to the school and it helped me speed up the process. www.fafsa.gov
