You should feed the animal food high in protein and nutrient ,look at the lable read the facts of how the food can help you dog. You could also instead of washing the dog with just flea shapoo get a shampoo prescribed to help your dogs coat like a oatmeal shampoo or peppermint shampoo that is inriched with vitamins and minerals that will help the dogs coat reach it full level of beauty and beyond .Some brands of dog food that will give the best results are Purina maximum,and Pedigree.

Consult a vet to see what they suggest.
I have heard if you add a egg to some dry food a couple times a week that will add softness and shine to your dog's coat.
Talk to your vet before you do this. I do not know how a raw egg will effect a puppy.

Use children's formula conditioner when you bath him. We used to do it to detangle our dogs hair but it made it so shiny and smooth. Just keep it out of his eyes.
You could try almond extract - just a drop in his bathwater.
