Try Photoshop. Open or import the PDF into Photoshop, keeping the image sizw, then go to 'mode' and change to RGB or Index Colour. You can then resize to the size desired using the scale facilities. (you may need to flatten the image). If you save the file, you should find you can save as PNG. Using 'Actions' in Photoshop, you should be able to set up a workflow if there is a lot of files. Sorry if a bit vague but I am doing it off the top of my head.
