Consider this example -- someone is about to walk off a cliff while walking and reading a newspaper. You yell "STOP!" You have just controlled the person, and saved their life.
In a more abstract example, you are controlling my actions right this very moment, because you wrote the question and I responded. Control is simply an extreme form of "influence," and unless it is intrinsically bad to influence someone, then the answer is no.
Do people overdo control? Absolutely. Look at Hitler. In an ideal world, people would take full responsibility for their "influences" on others. Unfortunately, that is rarely the case.

Wild children or people who cannot control themselves in a physical or mental way, that makes it difficult for them to function, need to have help with control. That's about it on acceptable control circumstances.

if it harms them, or someone else its worse
if it does good, then it accoplishes nothing for the controlled or the controller.
