It's worth clarifying where you mean. There is an area of Liverpool called Sefton, around Sefton Park. Also, there is a borough of Sefton. I assume you mean the borough of Sefton, so I will answer your question based on this premise.
Sefton covers a very wide and diverse area. To the south close to Liverpool, you have the industrial and dockland areas. This area is called Bootle. It has many good points, and some bad points. There are some very deprived areas here, and they have suffered. Consequently there is an amount of crime, but Merseyside Police have improved the area significantly. Also, there has been massive investment from the EU and this has improved Bootle as a whole.
Despite the above, Bootle is a very attractive area for new business. There "maybe" incentives on offer from various partnerships for new business. This may still be the case, and it woud be prudent to check with Sefton Local Council http://www.sefton.gov.uk.
Housing is still relatively cheap here, compared to the rest of the UK. Schooling can be hit and miss, depending upon the age of your children. My personal experience is that I attended very good schools, and am proud to blow their trumpet !
NOTE - I am from Bootle, and feel able to give a balanced view on the town.
Towards the northwest of Bootle, there are Maghull, Lydiate and Melling. These are semi-rural areas, with a mix of new, 1950's and old developments. These can be pleasant areas, but there can be a violent yob culture, particulary in Maghull.
Moving out from Bootle towards the north of the borough you come across Waterloo and Crosby. These are very attractive towns, with vibrant shopping, nightlife and a strong cultural heritage. They are also beach towns, with a very unique series of sculptures on the beach. Do a search for "Anthony Gormley's Another Place".
Housing in Waterloo & Crosby is significantly more expensive than Bootle. Schools are also pretty good.
Continuing north from Crosby you run into rural farmland. This can be considered "millionare territory", and is resident to many footballers.
The next major town in Formby. Formby is the antethesis of "Surbubia". Similar looking semi's and detached sprawl in every direction. It is also a beach town, with a large expanse of beach and dunes. It is home to some endangered species, namely the Natterjack Toad and many Red Squirrels. Property prices here are very expensive. Again, there is a yob element here. Boredom+teenagers+drink=trouble!
Continuing north, you hit Ainsdale and Birkdale. Here even the millionares struggle. You are familiar with the "Royal Birkdale" course ? This sets the scene for most of these two towns.
Then, at the top of the borough you hit Southport. You are probably familiar with Southport, so I won't dwell too much on describing it. There is only one thing of note. The funfair wil be closed permanently, next year I think. This will create an amount of unemployment, and could affect property prices in the short term.
CONCLUSION
So as you see, Sefton is a very diverse borough. Your choice depends entirely on your particular tastes, and your feel for the area.
