Nothing has been cut. Sometimes large books have portions of them edited out to make the book smaller in length. Such as dictionaries and other large reference works. You can get a "full" version or a smaller abridged version with only the most common material in it.

It means the text hasn't been changed or altered in any way, in particular, by having any passages deleted. Some publishers may use the expression "complete and unexpurgated" which means the same thing.
