This phrase is used at Rev. 2:9 and 3:9, and describes people who "say they are Jews and are not, but lie."
Jesus' words suggest that these are false Jews (proselytes, possibly) who tried to Judeize Christian believers into giving up the Messiah.

...in the day it was written it refered to the big foes of the day, the gnostics who said they were christians, but were a 'new' form of paganism.. they were sects of wide ranging - from very strict ascetics, to observing the old pagan sex rites / orgies-of which the "nicolaitans" were.. They ranged between these extremes because they believed the Son of God never came in the flesh, and couldn't because to them "the flesh" (or matter) is what needs to be delivered from and escaped.. forgetting God said after creation "behold it is all good"..
.....They were fake christians... greek, etc paganism was trying to infiltrate and "sneak in unawares" to Christianity.. it's my belief some gnostic pagan beliefs did indeed sneak in and remain to this day as false doctrines which make the world hate God..
