Could be you have a pinched nerve. Try going to a chiropractor, most accept insurance. They'll do an xray and take a look, if there is something else going on, they'll let you know. In the meantime, put some ice packs on your neck (wrapped one time with a hand towel). Put on back of neck for 20 minutes, then replace pack back in freezer for 40. On for 20, off for 40. Just keep doing that as often as you need to.

Stress, tension, computer-neck, etc. etc. all will definitely give you headquakes and neck pains. Something organic, such as a tumor or M.S. are possibilities, I suppose. Do they run in your family?
Also, do you wear bifocals? If so, are you perhaps holding your head at a funny angle? Is your head tilted up while your eyes are reading through the bottom portion of your specs? That will absolutely give you an impossible pain in the neck.
