OK, not a doctor, but my understanding is that you can have a tumor which does not have cancer cells in it, which they call a benign tumor. If they find cancer cells in it, it is called malignant. Tumors sometimes grow, and can change from being benign to malignant. If it is malignant it is cancer, and they will remove it right away. If it is benign, whether to remove it or not depends on a lot of factors, and the doctor would give you the options, and his recommendations about what to do next. Another important thing to know is that you can have cancer without having a tumor, depending on the type of cancer it is.

a tumor is any growth that is abnormal, like a lump. It can be benign, meaning that it's just a growing lump that shouldn't be there but isn't spreading elsewhere, or it could be malignant, meaning that it's bad for you because that tumor releases cells that move to other parts of the body and grow into tumors, too.

Cancer is the spread of those lumps to other parts of the body, where they cause those parts to grow at an unhealthy way, too. Cancer is dangerous because it spreads. Tumors don't necessarily spread.

A tumor is just an abnormal growth of cells. This tumor can be benign or malignant. If it is benign it is still in control and if even necessary.. easily removed. If it is malignant, it is an uncontrolled growth of cells so simply removing it will do nothing and it will come back. This is when the tumor is cancerous.

They are the same, but a tumer can be benign, which means it will not spread, or "proliferate" as the doctors will sometimes say.
