Cats usually have their adult teeth between 4-6 months, but they don't "teethe" per se.
If you're referring to "suckling" behavior (after weaning), it's usually a sign that the cat was weaned too early in life and now has an "oral compulsion". Some cats with this compulsive disorder suck on wool, cloths, fuzzy pillows... and even one another. Most grow out of the behavior, but others maintain it throughout their lives.
