No, go straight to the color you want to end up with... It'll mean less damage to your hair...

Because of the salt and pepper, the color won't apply exactly evenly but will look like you used mild highlights...

What I do in these cases with my clients is do a semi permanent hair color to cover gray ( I always choose one shade lighter than the natural reason is it tends to go a shade darker) and I always use a neutral base, no gold or red or green base, then I go back and either foil or highlight with a cap. If you just do the blonde highlights u r going to end up with three different shades, blonde, brown and gray. Best to cover the gray and start with one color to highlight on

You can blech hair blonde if it is grey.

You do not want to use color, only hair bleach. Sallys Beauty Supply sells a bleaching kit called Radical Blonde, I've used it and would say it is the best they carry.

If you color your hair dark and than bleach it, it will more than likely turn orange and be extremely dry and probably break off.

Perhaps a different color would blend better with your skin tones if your natural color is dark. What about auburn? Blond is so drastic and it will take a lot to keep the dark roots covered. Just a thought.

If you start darker you can always say that being in the sun or in a swimming pool lightened it if people are surprised when you get to a lighter color.
