this is for an 11 year old. Would it be better to leave it in for life or remove it a fter the fracture has completely healed?

Pro:
1) Titanium is light in weight and very strong.
2) Removal of the implant would be as painful as inserting it.
3) Some fractures never heal sufficiently for the implant to be removed, especially those involving bone loss.

Con: While packaging orthopedic implants I once touched a titanium implants with bare fingers. Those that I touched so showed my fingerprints in black within hours, and were, of course, rejected.

Better you should ask your doctor, and perhaps get one or more additional medical opinions.

Titanium is good, but sucks for metal detectors. Ask him if he plans to travel a lot in the future...otherwise go for a wood one, signed by the Pirates of the Caribbean.. =)
