Hospitals are classified into districts in the US. They are classified as in how they collect money as in: for profit, not for profit and charity hospitals. Charity hospital usually have a geographic district that they cover. Meaning that you have to have proof that you live in that district in order to get treatment there. This district helps fund the charity hospital through tax collection and the patients who are treated there may not have to pay any fees or only reduced fees. Each state can set up their own system of charity hospital districts. So there are differences from state to state. I live in Texas and most charity hospital districts are set up by the county governments.

A hospital district is a governmental entity created to provide heath care to those living in the district. The district may or man not receive tax revenues to provide the care. In Texas, hospital districts are created by a vote of the people.
