It's possible, but not guaranteed, that since your kitten is so young that her coat will fill out as she gets older. My male even developed a mane but not until he was about a year old. If your cat's coat is looking thin or dull, it could be that you're not feeding her well enough or be indicative of a health problem. I probably wouldn't worry too much at this point. Every cat's coat is different, just give it time.

Their fur grows to a certain length then stops. That's why some cats have short hair and some have long hair. The length of the hair is genetic. As kittens it's really hard to tell what they will look like when they get older. Even really fluffy kittens can eventually grow up to have short hair. Some have long, thin hair that hangs down, and some have a thick undercoat that makes them fluffy. Enjoy your kitty for what she is, a wonderful pet, no matter what she looks like. Also, the thinner the hair, and the shorter, the easier it is for her to groom herself and the less likely she is to get mats or need to be groomed.

My mom's cat has the comparable subject. that's touching directly to growing to be old. Get recommendations out of your vet for a stable pair of clippers or shaver and keep his hair short and brushed from now on. Bathing in all probability won't help because of the fact the matting comes from the shed hair getting tangled and not from airborne dirt and dust. eta: on the different hand, a laying off (or de-laying off) comb could help, once you do away with the mats.

Kittens are usually "fluffy", not all grown cats are. Cats have fur which does not grow in length. There are dogs with hair which grows and they have to have regular haircuts.

If its just a domestic longhair, it won't get longer. If you wanted a cat with REAL long hair, you should have got a Himalayan, or a Persian cat.
