Is she spayed? How old is she?
Using a crate to potty train any aged animal is good. If she is unaltered, then spaying her will help. Many females pee every few minutes, especially as they are getting close to coming into heat.
I use a crate to help crate train my dogs. They are in their crates at night, first thing in the morning, they go outside to do their business. After that, they are allowed back in to eat and play, always surpervised. After 10 to 30 minutes, depending upon their ages, they go back outside for a walk or potty time.
If I need to be gone, then they go back into their crates, allowing them outside immediatly after I get home. If Im home during the day, then after eating and play and potty time, they go back into their crate for nap/break time.
Each time you take your dog outside, tell them to "potty" or whatever word works for you. When they do their business praise them lavishly. If you are very consistant with your efforts, your dog will learn learn to "potty" when told. A firm "no" when an inside accident occurrs should suffice, with an immediate trip outside and a command to "potty".
Make sure you use a cleaner with an active enzyme to help take care of residual smells from any accidents. Dogs will be drawn back to the same places to potty or poop otherwise.

I have a Jack Russell Terrior and I use blue potty trainer that you can lay on the floor or carpet if I see her pee on the carpet I will pick her up and take her outside and then I put her noise in the area of the pee and spanker one or two times saying no no and then put he/she on the potty trainer and say pee pee here know that he/she has it try to walk your puppy more around the same time and that way she/he will learn to hold it and go outside and make a big deal out of the puppy using the potty trainer give the puppy at treat and say good girl/boy or what every pet name you use when she/he has been good.But you have to be consisted.

Jack Russels are lively dogs and need a lot of enercise. Take her for a long walk, at least 30 minutes every morning, so she can burn off energy and toilet herself. Also it is a very good time for you to establish your leadership relationship to your dog. Don't let you dog lead you. Keep her collar high up on her neck, so you can control her head. Walk along like a boss, relaxed and in total control. Your dog will sense your attitude and become the follower, like a good dog should. Take a break now and then so she can do doggy things like pee, poop, and smell.
When it is time for my dog's walk, he becomes very obidient. That is a good time for me to teach him to sit, while you put on his lease, and to stay behind me as I go out the door. Never let your dog go ahead of you out the door. Remember you are the leader and not the dog.
My dog just loves his morning walk thru the neighborhood. He pees and poops along the way. He loves to smell bushes and posts. When he gets home he is relaxed and ready for a long nap.

How old is she? I own a Jack Russell myself, and what worked for us was setting potty pads out (the puppy training pads) by the door and every time he'd go to the door to pee, we'd let him outside,

2. Kennel Training.
Try this for two weeks: Get a kennel for your dog to live in. Let her live in it. Take her outside 6 to 8 times a day to potty/pee.
Dogs will not soil their kennels. This may get her on track.
But -- dogs can be thrown off by many things. Divorce, breakups, infants, toddlers who leave drips of urine, dirty socks, dirty underwear....the list goes on. If this is not a behavioral thing -- it could be your dog has a urinary infection and is peeing in front of you to let you know there's a problem. OR if you are living in a preowned home/apartment - - it could be your carpet has the pee of many other pets that your dod is diligently trying to cover.

If the dog is a puppy, give her a chance, but like myself, I have a 6 month old puppy and she will NOT learn the meaning of outside. She also is very picky, I finally found that crate training works as long as the crate is all wire. Not a travel kennel/crate, but one that is open allthe way around, that way they don't feel as trapped because they can see out everywhere.

Requires patience, persistence & no hitting the dog, ever!
