cygwin is the way to go.

a reason to run xserver is because sometimes there are programs that apart of unix/linux that are not free with windows.

for example, xfig

Cygwin is one way. It's sponsored by RedHat. I think there is another project that works to actually port the tools more natively to Windows, but I don't remember the name of it.

Cygwin even allows you to run an X server, although I'm not sure why you would want to.
