first check the user manual of your computer but most desktop pcs are not eqquiped with this feature. but there is some hardware called an "infra red port" widely available at low prices. most of them connect to the pc through a USB port. after you have one of them connected to the pc you can handle ir transmissions.

No, the majority of desktops do not have an IR receiver.

Laptops used to, but now a days they do not have IR either.

No, the average PC does not. Only if you purchased some kind of reciever with the pc.
