That means he recognizes you as part of his "pack". Dogs are social animals, and run in packs. His grooming you via "licking" is a sign of affection that dogs exhibit to the "alpha" or lead dog of their pack- in this case you. Sometimes they like the salty taste, or taste some food item on you they like. But mostly it is because of affection.
There are books out that help understand dog psychology and puppy training. I suggest that you go to Pass Pets or some such and buy one. Puppy stage is the time to train for a well behaved dog, who is also a happy and loved dog.

I took a class with a professor who knew a little about animal psychology. She said that puppies lick because when they weren't a domesticated species this reminded the mother that they were there and she needed to feed them. Actually in the wild, when puppies licked their mother it induced vomiting which in turn fed them. I know it sounds gross but in a domesticated world I think it just means that he/she wants to let you know that they are there and that you need to take care of them.

A great deal of dog behavior can be understood if you look into their natural instincts as pack animals. When the alpha returns to the pack the other members often lick the alpha as a greeting and appeasement. Your puppy is greeting you as he would the alpha. Its affection.

Puppies are naturally affectionate and love to kiss. You may also have something on your hands that the puppy likes. Perhaps one time it smelled food on your hand, maybe the scent of a particular soap.
